If one was a scarred with doctor witch and a white haired witch, would the stat used for the hair attack change to con from int?

Unfortunately you cannot combine these two archetypes, since they both change the first level Hex ability.

No worries, the best way to check if Archetypes can mix is on d20pfsrd.com, which has a helpful little table which marks out what features each archetype changes or removes.
