I've been looking over downtime rules, and while I've heard their value is reduced to 60% for the purposes of crafting, there is still a large volume of other questions that I feel need answered.
1) How many buildings/rooms can be constructed at the same time, assuming one meets the requirements to build multiple buildings/rooms?
There is no statement of single structure limits, and since as far as I can tell you're not personally building each room, I believe the limit is greater than one room at a time (it also reduces the construction of an average guildhall from 400 days to 60, assuming all is paid for).
2) Are organizations/teams rolled separately from buildings/rooms for the income phase? Are separate buildings calculated separately?
In the income phase for downtime upkeep, there is a statement to repeat what is done with buildings for organizations, which I interpret as being rolled separately. Then again, there are later sections clearly lumping teams with rooms. As to separate buildings, that's mostly to cheese the 10's for an extra gold per establishment. I'm pretty sure it won't be allowed, but it should be recorded somewhere since each building/organization is actually separately kept track of RAW.
I guess the suggestion here is to implement a building/organization limit per city or district.
3) Rooms/teams can be used to generate capital. Is this capital a free product of owning that room/team, or does it merely make the product available for purchase at 50% of its normal cost?
This isn't specified very well. A player can perform daily skilled labor to produce capital at half price, but a building/organization can do so as well, separately. I suspect free capital won't be allowed if only because it increases the effective gold income from "a couple silver" to as much as ~60 gold per day in value, but I'd like a blanket statement or specifications on what is or is not doable.
4) Just to get a consensus on it, are the timers the following? (in-game days : real-time days)
Construction time: 4:1
Income period: 1:1
Managerial costs: 1:1
Edit:
5) Can we pay crafters in Magic capital, and if so, how much is the capital valued for such interactions? In other words, who is getting the discount?
I believe the value should be given to the non-crafter. Items are still sold at 75%, but the player is then getting a discount of roughly 10% off the final price.
