It reads as follows: Independent Research A wizard can also research a spell independently, duplicating an existing spell or creating an entirely new one. The cost to research a new spell, and the time required, are left up to GM discretion, but it should probably take at least 1 week and cost at least 1,000 gp per level of the spell to be researched. This should also require a number of Spellcraft and Knowledge (arcana) checks. Is this in play? If a wizard spends 5000 gp and 5 weeks, once they can cast a 5th level spell, can they learn a spell they did not have in their spellbooks prior?

We're using Downtime, so you can use those rules instead. You can also add a spell to your spellbook by buying a scroll and copying it your spellbook, or copying it from another spellbook caster for a fee. You cannot research custom spells, by the way.
