Commander Tardis Bergstein is the man responsible for the activities of the Rook Military within Rook proper. While the slums don't technically fall under his jurisdiction, he's been more active there of late due to his newest mandate to build alliances and relationships with the recent influx of "adventurers".
The commander is not normally one whom is easy to gain audience with. However, given his new mandate, a charismatic, well informed, or particularly well known adventurer might have luck convincing Derry Ravenshaw, Commander Bergstein's aide de camp, that an audience with them would be worth Tardis' time.
Both Tardis and Derry can be found in the Rook Military HQ in the SW corner of the Castle District.

After finally meeting the promising young Ravensguard, Ryku Somi, Commander Tardis Bergstein eagerly awaits the promised report on which adventurers the heroine finds trustworthy, and which are to be watched carefully.

After a few hours Ryku steps into the Commanders office, She then solutes then continues to walk towards his desk. Commander I have the list of possiable allies within Rook not supported by the guard yet. Most as of now I dont really know about but i think a few would make good use to our city-state wtihin time. She then pulls out a list of names...
Trust worthy- Jarred, Dirk, Lorek,Aluin, Feayln and Pheadril
Not sure of- Meire, Suzume, Theadius
Not to trust- Ben
"Within time i will continue to bring you an updated list." she says to him.

Sergeant Helgmen is escorted into the Commanders office by a desk clerk in the Rook Military HQ. Striding in the Sergeant comes to attention and salutes the commander standing rigidly until the Commander salutes back and says “At ease, Sergeant” The immaculately maintained sergeant stands slightly less at attention but remains as if he in on the parade square, “Good morning sir, I had heard you were looking for any information on these mercenary’s in our city.”
Sitting back down at his desk, Commander Tardis begins shuffling around some report papers littering his desk and nods, “That’s right, got to keep an eye on them some are less moral then others.”
“Yes sir, yesterday afternoon there was a disturbance in the Southern Slums as you have most likely heard about, the men at the university have declared it an…I believe they called it an…unintentional combustion of natural forming gases in the sewers.” Tardis looks up from his papers, “That’s, right. The Low Council has been in a state about it.”
Conrad Helgmen nods to his Commander, “My men and I heard the ruckus and headed over to see what was happening, and in the tunnels we found a group of four of these mercenary’s, they had, and I must say quite deftly, dispatched the incursion of goblins. I have their names here.” The Sergeant pauses to pull out a piece of paper from his breast pocket, “ a man named Raedric Bullenstarke, a local named Siegfried, a noble born Solomon Nox and an Oread named Shale. Sir, they acted selflessly and descended into the sewers with no regard for personal safety and protected Rook.”
Watching his Sergeant carefully Commander Tardis stands up, “Thank you for making your way over here from the Arms District Sergeant.”
Snapping to attention Sergeant Helgmen salutes the Commander, does a wheel turn and exits the office.

Solomon walks into the waiting room and approaches Derry, "Good Afternoon Derry Ravenshaw, is the Commander in? I wish to speak to him about the tablet, as well as the events that transpired recently."

I wish to speak to him about the tablet, as well as the events that transpired recently." Derry, immaculate as ever, gives a nod. "Of course Mr. Nox. Commander Bergstein has indicated that you should be allowed to see him about this matter barring higher priorities." The Aide de Camp rises, knocks on the commanders door, and after a response, enters. A moment later he returns. "The Commander will see you now Mr. Nox."

A letter will be delivered to the offices of Derry Ravenshadow and Tardis Bergstein, early in the morning. While the letter is written in a familiar dialect, is not not penned in a familiar style.
Greetings Commander Bergstein,
While perhaps the The City Guard and Master Ganderlays Greyguard consider my judgement to be obscured in some fashion, I can inform you personally that I am not blind to the recent mobilization within the city, or your agents lurking around my premises. Regardless of the nature of the information you received, there has apparently been a miscommunication over the terms of my continued cooperation with the Rook government.
I had thought that it was understood that I would provide my services to the Rook government and child organizations as long as my business within the city was not disturbed and fair fees were paid; a reasonable request from a citizen who values his privacy. I believe I have gone above and beyond the typical social requirements of a citizen. The amount I have done for Rook itself is tremendous, and ranges from investigation of foreign threats, destruction of foreign threats, information gathering on both material, interplanar, and internal concerns, and even training members of the Rook city guard to provide sufficient protection for the city in a time of confusion with the arrival of our more magically capable neighbors.
I had thought that my judgement was largely trusted, my advice well received, and I have committed no crime within the statute of Rooks laws that I am aware of. Yet your soldiers continue to mobilize around my private business, harass my students, and spy on me without justification. And you have done this without even speaking with me, despite the loyal service I have provided to this city for several years.
Regardless of your motivations, it is clear to me where I am not wanted. I am taking the apprentices that wish to remain with me, my privately owned structures, and my self, and departing from Rook. Those of the Rook guard that I have trained are capable mages in their own right, and should serve reasonably well in the capacities that you require.
One of my apprentices, a young elven woman named Imras, has been left behind with a small contingent of private guards and a small library at the lot where my institute once was. She does not know where I am, and I do not suggest harming her, as I doubt she was complicit in anything you may think I have done. She does, however, know how to contact me, and will be forwarding any communications she receives to me among channels that I keep abreast of. I have informed several of my closer associates that Imras can contact me, and will continue to cooperate with them when it is of my interest to do so.
While I had hoped that our partnership would prove mutually beneficial for some time to come, your recent behavior towards me shows that my hoped for future within Rook has a rapidly dwindling probability. At the very least, as an acknowledgement of the considerable external and internal stability I have created on your behest, and the numerous other problems I was a keystone in resolving, I would request that you allow me to part in peace, and not pursue me in any capacity.

A very legible and well written wax sealed envelope for Commander Tardis arrives at his office. Every capital letter has a scribe's flourish, the script taking form as each push and pull of the pen had emotion in it.
Hello Commander Tardis Bergin. If you're reading this, thanks for your time! I've worked a long time on my penmanship, and I'm pretty sure you'd laugh out loud at the image of a Goblin laboring over a piece of paper to write some human what would equate to an attempt to steal words out of your head in our culture like some kind of suicide attack. But I implore you! Please don't stop reading, at very least you've helped me practice my penmanship.
I know our race is a bunch of foul mouthed destructive little punks. I'm pretty sure a whole lot of them are the cause for a great deal of your trouble in the Eastern Slums. And this is also not an apology or an excuse for my kind. That damn stereotype is right nine times out of ten. I can't stand my own kind. But that's not the point. I just wanted you to take my letter seriously, and if you ever met me that you wouldn't turn around and roll your eyes, thinking I hired someone to write this as some sort of prank.
A lot of people have noticed you've been around in the slums a whole lot. I'm one of them. You even settle disputes with your men that's probably beneath your time. You deal with Adventurers a lot. The thing is, I'm an adventurer too. I've always wanted to be one. I finally am doing it, and I'm running into problems. I wanted to ask you a question about picking up jobs, specifically ones from clients that expect me to enter the city. I'm not going to lie, I've done it more than twice ... okay three times already.. sneaking in to respond to job requests posted in the Golden Plow. I mean, I've been able to do them but I'd rather not sneak in and cause trouble for you guys.
I'm asking you what I should do? The first time I came here I walked right up to the front gates of the city, figuring that adventurers could go in, and that 'All were welcome' from the stories I have heard about this place. Boy was I wrong. I want to keep doing jobs, I want to open my own shop; a real one, with real things for sale, not shoddy carpentry, not mangy fur, not slop that no one in their right mind would eat even if they are starving. Jeeze. I've written a lot here. I just wrote to you because I could see you as a person I could walk up to, not a man in a fancy building behind a desk who'd I'd probably get killed for being in their general vicinity.

P.S. No seriously, write back. There's no way I'm gonna walk into the Castle district.
