There's debate in the Pathfinder community as to whether you can use Improved Familiar on the Tumor Familiar that you're able to gain as an Alchemist. I looked on the DG wikia in the "Feats" section and didn't see any information regarding my question, that question being where does the council stand on Improved Tumor Familiars? Yes or No? Seems to me that core game wise it is intended to be allowed based on a quote from the Creative Director for Paizo.
So no definitive Yes or No from Paizo themselves, and from what I can find it's a GM to GM decision. Wanted to know your thoughts on the matter. Thanks for your time.

The official FAQ was very clear about Alchemists not having a caster level.

Oh, that's what you meant. It also says that their Alchemist level counts as caster level for the sake of things related to the Alchemist that use caster level and since Alchemist get's Tumor Familiar it extends to that. This can be seen right on the description for Tumor Familiar.
To me that this would also extend to the Improved Familiar feat, but in this case it's not explicitly stated. This is where the DM to DM basis of Improved Familiar comes into play, It's a toss up.
