Does a monk count as two weapon fighting and can thus get past the attack cap or is it subjected to the rule? I was wondering due to getting a Ki attack at third level that would put me over the attack cap but you can only use it during flurry of blows. If it does not get over the attack cap then getting the ki pool at third level is a waste since you have nothing to use it for until 4th level.
