Craft Magical Arms and Armor has this:
Creating magic armor has a special prerequisite: The creator's caster level must be at least three times the enhancement bonus of the armor.
However, as most are aware, there's also this:
Note that all items have prerequisites in their descriptions. These prerequisites must be met for the item to be created. Most of the time, they take the form of spells that must be known by the item's creator (although access through another magic item or spellcaster is allowed). The DC to create a magic item increases by +5 for each prerequisite the caster does not meet. The only exception to this is the requisite item creation feat, which is mandatory.
I am interpreting this as "The CL for Crafting Weapons/Arms is 3 x Enhancement Bonus, and there is a prerequisite that the caster be at that level. If the caster is not, the prerequisite can be ignored with a +5 to the DC". Is this correct? I also believe the DC to craft would then be 5 + 5 (ignoring prerequisite) + (3 x Enhancement Bonus).

If we use the second part you only need the feat and nothing to craft almost anything if you bump your DC up.
The DC to create a magic item is 5 + the caster level for the item.
So as you said 5+6(for +2)+5[if at least level 3 but not 6] = DC16
We use spellcraft for the check so int trained and craft magic arms and armor is minimal 5th level.
+5(base skill)+3(trained skill)+5(int mod)+3(skill focus)+2(Peri-Blooded Aasimar)+2(cooperative crafting familiar)+2(magical aptitude)+2(Theoretical Magician) = +24 at level 5
Congrats you can now craft 5+9(+3 CL9)+10(ignore 2 pre-req [lvl6&9])= DC24 on a nat 1 and still pass.
That is 3 feats(Skill focus, Cooperative Crafting, Magical Aptitude) 1 trait (Theoretical Magician) and picking a race that gives +2 to spell craft. By level 10 this crafter could probably pass a CL20 check due to gained bonuses and easily craft 5+ levels above their own.
TL;DR Sorry I got carried away theory crafting with this. However I think it shows why this is probably not the best idea imo as a player. Tho RAI and RAW I think its entirely correct

It is even better than that because you can take a 10 on the roll.
