I wanted to be certain of the correct process.
Applying the refund to an existing character is easy enough, no questions there.
When applying to a new character, does one submit a level 1 character and then immediately apply the refund upon approval, or for the sake of the process does one submit a character reflecting the level and xp of the refund for approval?
I guess it's kind of moot, but it saves having to create 2 versions done the later way, but I can see how it would be easier for the approval process the earlier way.
