Inspired Necromancy (Ex)
When determining the maximum number of Hit Dice of undead he can control with spells like animate dead, a character counts his Agent of the Grave levels twice. This ability does not factor into how many undead he can create with a single casting of a spell. Thus, a cleric 7/Agent of the Grave 3 would be able to control 52 Hit Dice worth of undead with animate dead.
Highlighted part is the most important bit. As a necromantic focused prestige class, this class feature does literally nothing with the 1 minion limit.
There are many ways to change this, if needed to be changed at all.

Then it's a useless ability. We're in the habit of only making changes due to balance concerns, not to make specific classes better.

Unfortunately by that logic, why not just allow casters to pop out another Summoned creature each turn? If they began making exceptions for certain class features, it'd quickly become a slippery slope of "well it's not fair if we can't get some exception too"

So the balance concern of several major necromancy focused abilities that concern much more than a single class is not important? At least take Animates Dead Onyx cost away then, so that the spell is somewhat viable and therefore any necromancer in that field. Also you would inspire people to use the spell for anything but a bloody skeleton.
