There were some conflicting ideas about how this particular item works in relation to the Linguistics skill, which grants a new language earned for each rank put into it. On d20pfsrd.com (I would link it but I can't access the site from this PC) the errata notes (from an FAQ) that the skill ranks should be treated as though the character had selected them at each level, to explain why the user doesn't get both the ranks AND the ability to choose extra skills (for their higher int modifier).
This wording and its spirit suggests that the headband's Int bonus should be treated as a regular increase in intelligence when it comes to the skills, working as though the user "put ranks into" a skill but forcing them to choose the skills the headband is attuned to.
My overall question is whether or not a Headband of Vast Intelligence with Linguistics as the chosen skill grants extra languages. If it's treated like a standard increase in intelligence (the same as if someone chose Int at level 4 and 8 to increase, a permanent bonus) I believe it should, but the wording is a bit ambiguous.

I would say it does, the extra language from Int is independent of the skill ranks chosen for the headband.

The extra language from int is explicitly given (from an official FAQ that Leary linked to in IRC), but my question pertains to languages given from the ranks the headband gives in a skill. In this case, Linguistics gives an additional language known for each rank put into it. The Headband says that it "grants ranks in its associated skill(s)". However, the errata for the Headband notes that the ranks should be treated as those the user would gain from an increase in intelligence except that the user must choose the skills associated with the headband to put those ranks into. From that perspective I would assume that if the associated skill is Linguistics, the user would gain additional languages equal to the ranks provided (perhaps noted separately on their sheet in case they lose the bonus to int). The bonus language is fairly clear, my question is about the headband's associated skill and ranks. The question/answer in the FAQ is: Headband of Vast Intelligence: If I wear this item, do I get retroactive skill ranks for my Int increase in addition to the skill ranks associated with the item?
No. The skill associated with the magic item represents the "retroactive" skill ranks you'd get from the item increasing your Intelligence. You don't get the item's built-in skill ranks and another set to assign however you want. My argument is that because the skill represents retroactive skill ranks you'd get from the item increasing your intelligence, they should work identically to regular ranks and give you the full benefit of Linguistics (IE additional language for each rank in addition to the normal use of Linguistics).

Yes, putting on a headband of int with linguistics on it grants 1 language per level.
No, you don't get to pick the languages every time. Pick them when you make the headband.
