I was wondering how, mechanically, a Pseudodragon would work as a pet. Would it be considered a minion for all intents and purposes? Are we allowed to purchase them (as they do have a price and such)? It's basically my cheap and temporary solution for a wand-fetcher so I don't have to drop them on the ground as I position myself on the battlefield.

Anything that "breaks action economy" (Has an action in combat) is a minion. Since your example has it doing things, yes. Edit: I know I'm not a GM, but people have done it before  |

Anything that takes actions or impacts encounters is a minion. If you want a pet to ride around on your shoulder and be a conversation piece that's fine, if it actually does anything in an encounter then it becomes a minion and is subject to the minion limitations. I don't know if pseudodragons are actually available at the moment, I'd hazard a guess that they're not.

Pseudodragons are not sold in Rook, or in any other city that's currently been explored.

As a note, I do think we should get a list of available animals/pets on the wiki somewhere.

Availability of certain types of creatures is pretty heavy in lore, so I'll defer to Gryph or Masoth on that one, or Geck for Orishar, since that's his city.
