and the description of racial class archetypes: "Typically, only members of the section’s race can take the listed archetype, bloodline, or order, though such options rarely interact with the racial traits or alternate racial traits of that race."
It seems you should be able to take something like Scarred Witch Doctor without needed to be an Orc.
Are we allowed to do so?
